Heiwa No Chitsujo is the institution for peace and law-enforcement within the walls of the city. They see themselves as the backbone of the society, holding up the structure between the different actors within. They oversee the magical barrier keeping everyone safe, managing who is let in and who is let out. And as mentioned, their purpose is to uphold the laws set by the society surrounding them. To keep peace and make sure that everyone can live in a world, where they don’t have to know fear. Where the people know that they are safe and protected from the dangers outside and inside the city.
One could say it is rather a noble goal. But with the different forces at play, staying just themselves is not always easy. Especially with their new President, it seems like they've been drifting more towards being a counterweight for the Cobras. The Cobras are often seen as the wild ones who cause a lot of the problems inside the city. But at the same time, due to an agreement, Heiwa’s hand is forced and the Cobra’s members are often let off the hook due to their part in protecting the city. To Heiwa’s critics, the whole ordeal makes them look corrupt.. Perhaps they are?
They currently have a lot of “Angels-Only” kind of rules set in place and it’s starting to look more and more like a place for the heavenly beings to express themselves, instead of a place for inclusion. This has created a divide within the city. A divide between Angels and Demons, while everyone in between are simply getting trampled.
ORIGINS
Beginnings
The oldest documents detailing the origin story of Heiwa No Chitsujo have been lost to time. Currently, scholars believe that Heiwa No Chitsujo began as a primitive institution for law enforcement that worked for the emperor, though then under a different name around 800 BC. From the evidence gathered, the name of Heiwa No Chitsujo, The Order of Peace, was chosen around the time of mutiny from a select group of individuals, often believed to be the predecessors or even the founders of Kobura No Noroi. The name change was, most likely, in an attempt of easing tensions between the institution and the people.
Through letters between branches of Heiwa No Chitsujo, it can be gathered that they were worried because of rumors of a powerful beast that could only destroy. Fearing that the Cobras might get a hold of the beast and use it for their own gain, Heiwa No Chitsujo had set themselves the goal of finding it first. It turned out to be Malefic Towser, now informally known as The Mad Dog, the current leader of Kobura No Noroi.
During this time, Heiwa No Chitsujo went through a bit of an identity crisis. At this time, the existence of the so-called “supernatural” was not disclosed to regular humans and so a lot of the decisions made by the institution around this time relied on the moves made by Kobura and their leaders. If any other large group of supernatural beings were to reveal themselves, Heiwa would’ve been ready to react and take control of the situation. This never happened however as the three large factions, Heiwa No Chitsujo, Kobura No Noroi and Shubaki Kenju all came together to form a promise: To not reveal themselves to the humans.
Around the year 1955, Heiwa No Chitsujo, in the official sense at least, disappeared, merging with the newly formed police force of Japan. They hid themselves amongst the ranks of regular officers, pulling the strings and eventually taking over the entirety of the police force. This is how things were for a relatively long time, perhaps one of the more peaceful periods between the supernatural factions.
Corruption
The Corruption. The one deal that had gone unbroken for over a thousand years had to be put aside. The Corruption was to wipe out all the civilizations entirely. The three of the largest supernatural factions, the same that had formed the deal, came together to form the council. About 60 years ago, they revealed themselves to the public, to the regular folk. Of course there were mixed reactions and Heiwa tried everything to calm the masses after the reveal. Forming educational programs and doing their best to keep the public up-to-date on their stance on issues regarding humans v. supernatural.
The Corruption began creeping in, destroying all traces of life among its wake. The supernatural and humans banded together to form the barrier between Tokyo and the rest of the outside world. Tokyo became a safe-haven for most everyone in Japan and just as before, Heiwa No Chitsujo took it upon itself, as an institution, to keep order within this new environment everyone found themselves in, trying their best to create structure within the chaos, to carry out justice and to create peace within the new borders.
RANKS
For their ranks, they mostly consist of Angels, Fae and Humans. As to why they don’t have many Demons or Vampires comes down to their history. In this sense they’re quite bittersweet, as they make it more difficult for Non-Angels to join their ranks. Though still, they will provide safety to anyone who seeks it, no matter the species. Their hierarchy consists of two parts. The Board, that is the decision making body and The Actors, who act in accordance to the decisions made and policies approved by The Board.

- THE BOARD -
The board consists of The President, Their Advisor and three others each with their own specialty.
On the head, you have The President, who has quite a bit of power. They make all the decisions over their affairs with other groups, they put forth investment requests and they have the most power in voting. Due to a recent change, the president always holds the veto right over any decision proposed by the other three and their vote has two times more value. This means that they only need one of the three to agree, to gratify a decision.
The least powerful in the board is The President’s Advisor. Who holds no rights to vote, instead only acting as a helper, who, if The President is unable to perform their duties, will take over the role.
The rest of the members are called The Board, and each hold one vote on every decision while also being able to put-forth suggestions that will be voted on. Though with the caveat that The President can veto any decision the board suggests. For a suggestion to commence into the act phase, it needs majority’s approval from the whole Board, keeping in mind that The President has two votes. Each board member has their own division to run, allowing for things to be run fairly smoothly between the Board. However, it should be noted that all decisions still have the above requirements, so a Board Member must plead their case to the group when wanting change.

DIVISIONS
Anonymity Collective - Research Division​
The research division is one of Heiwa No Chitsujo's most quiet departments, as this division tends to work behind the scenes or rather behind the walls. This team is the only division capable of leaving the safety of the Magi Walls, allowing them to explore the wilderness in hopes of gathering information on Corruption and other helpful resources. However, despite their tendency to shadow within their fellow divisions, Anonymity Collective is a widely known team to the public of Tokyo. They are typically viewed as the main saviors to Corruption, providing informational updates to the public whenever allowed by the President.

Tokyo Executives - Task Patrol Division
The task patrol division is most widely known by the public, primarily because this division is Tokyo's form of police. They actively keep peace within the streets of Tokyo and are allowed to govern all throughout it, even within other territories. However this becomes tricky depending on the territory, so typically the President demands Tokyo Executives to stay within Heiwa's territory. If you were to ever get in trouble with the Council, you are almost 100% likely to encounter the task patrol division in some form or fashion when being detained.

Security Regulators - Law Disciplinary Division
Meanwhile the law disciplinary division is most widely attentive by the public, primarily by consistent criminals. This division handles the jurisdiction of Tokyo, determining the level of a crime committed but also whether one may be guilty or innocent. Very similar to court rooms, this division typically tends to work behind closed doors until the end of a session. After a verdict and punishment is determined, information will be published for the public to view in some form or fashion.

ANONYMITY
.COLLECTIVE
The Anonymity Collective has two primary ranks within it's division: Magoimantics and Vanguards. These two ranks are very similar in practice, but the setting of their job is vastly different. Magoimantics are typically seen more abundantly, while Vanguards are harder to come by.

Magoimantics
Magoimantics are the researchers of the Anonymity Collective, focusing their time and effort learning about Magi from inside the walls. They do what they can to create newer Magi mechanics and tools, typically producing something new at least once a year. However most of the time they are considered the medics of Heiwa, as they also take on the medic role.
Vanguards
Meanwhile Vanguards have a more dangerous position when it comes to the scientific field, as their job to head outside the walls to collect data. This doesn't always have to do with Corruption itself, but the vast majority of the time it is connected in some form or fashion.
TOKYO
.EXECUTIVES
The Tokyo Executives are also divided into two different ranks, primarily separated by experience. These two ranks consists of Guardians and Enforcers. While both deal with the public, Guardians tend to be more higher up on the scale than Enforcers.

Guardians
Guardians are those higher up in the ranks within the Tokyo Executives because of their training dealing with riot-like behavior. They focus their efforts into deescalating situations, however they have been known to use force to bring peace upon the public.
Enforcers
Enforcers are your average cop, making their rounds throughout Tokyo daily in order to keep the peace. These are the ones to pull you over or dealing with '911' calls. They are to follow the orders of higher ups, which includes Guardians as well as their Board leader.

.REGULATORS
The Security Regulators is the largest of the divisions, primarily because it deals with all the complications in law. All final decisions are always dependent on the Board as a whole

Magisters
The Magisters are primarily known as your prosecutors. They are the ones filing a case against the defendant, trying to gather as much evidence as possible in order to solve the case.
Chancellors
The Chancellors are your defense attorneys, the people you hire in order to help your case. They tend to be viewed as money hungry individuals, however this is not always the case.

Inspectors
The Inspectors are those that investigate crime scenes, trying to gather as much evidence as they possibly can. Their ranks are not quite as abundant due to the high expectations for success.

LOCATION

Heiwa No Chitsujo owns multiple stations like this one, from which they operate. Each station is overseen by one or more Guardians. Each station is guaranteed to have a safe-house, which anyone can seek refuge in. But they also have cabinets full of secret documents, cells, armories with weapons and equipment, underground parking halls full of armored vehicles and
secret tunnels reaching far and wide.
There is no HQ building, at least one that is of public knowledge. That is the beauty of it. An interconnected web that cannot be taken down by destroying one point. Still.. The Board must have a meeting place somewhere..
HEIWA NO CHITSUJO

Heiwa No Chitsujo, also known as The Order of Peace, is the faction that took upon itself the responsibility of keeping order and guaranteeing the safety of the people within Tokyo. They are quite close to the equivalent of a nation’s police force. Yet some dare compare them to a military, with the amount of control they have over the city as well as the movements of people within it.
Officially, this is false. Heiwa portrays and upholds values of peace, kindness and forgiveness. But also, within the city, being responsible for justice, economic stability and prosperity of the city.
They also happen to control who is allowed in and out through the magical barrier surrounding the city.
