The Council

Before the emergence of the mass corruption within our world, Supernaturals were divided between factions. Humans had all of their political power, however the Supernatural factions were pulling the strings the vast majority of the time. Heiwa No Chitsujo was a major factor in the policing even before they revealed themselves to the human public, while Kobura No Noroi and Shubaki Kenju were twiddling with the crime throughout the city. All factions were within a survival of the fittest mentality, but they all remained under one rule. Do not show yourself to the human public.

This all changed when corruption began to destroy civilizations with monstrous beasts attacking at every corner. Many Supernaturals were extremely unsure as to how to approach the situation, so they looked towards the divided factions for guidance. Heiwa No Chitsujo was very adamant they had the situation under control and that everyone must remain in secret. This lasted for a few years or so, but the corruption was getting worse and worse by the day. Finally, corruption had made its way to the main city of Tokyo within Japan. Heiwa was using the police to calm the people, while Shubaki Kenju and Kobura No Noroi emerged from the shadows to fend off all the beasts side by side. The factions, to their surprise, worked together under a new common goal. They wanted to save civilization. This led the leaders to have the first meeting in person, which took quite a few weeks to come to a conclusion. They decided upon a treaty, to unite the factions under The Council to work against the corruption.

It’s been quite a few decades since this decision, however there is still quite a lot of tension between the factions. No one will go out of their way to hurt another faction member, although sometimes looks of disgust are very much present. The Council now runs all of Tokyo within the walls, using their abilities to keep a system of peace.
